Welcome to the Central Maine Public Safety Frequency Guide. This site is
a work in progress and the current form is mostly just a set of formalized
notes on Fire/EMS and some Police frequencies for towns in the Central/Downeast
Maine area. Eventually I'll put the data into a database and construct the
pages from that instead of manually adding to this page as I do now.

MedComm Dispatch (Bangor, ME)
MedComm is a non-government private ambulance dispatching service based in
Bangor that developed out of Capital Ambulance and is a divison of Eastern
Maine Healthcare's non-tax exempt subsidiary. They are responsible for dispatching
at Capital Ambulance in Bangor, Lifefligt of Maine in Bangor and Lewiston,
County Ambulance in Ellsworth, and NorthEast Mobile Health Services located
in Southern Maine.

Maine State Police Communication Centers (Gray, Orono, Augusta,
Houlton)
The Maine State Police operate four regional communications
centers in Houlton, Orono, Augusta, and Gray. They are currently serve as
the PSAPs for all 911 calls originating from cell phones within the state
of Maine. They also serve as backup PSAPs for many of the other PSAPs within
their respective areas.
In addition, the Houlton RCC is the E911 PSAP for all of Aroostook County.
They then transfer the call to the respective dispatch center, which I believe
is almost always the Aroostook County Sheriff's Office.
Aroostook County Sheriff's Office
The Aroostook County Sheriff's Office communications division dispatchs for
most if not all of the county I believe. I do not know on what frequencies
though. They do not operate as a E911 PSAP though. All 911 calls within Aroostook
County are handled by the Maine State Police Houlton RCC and then transfered
to the Sheriff's Office.
Auburn/Lewiston 911 Communications Center
The Auburn-Lewiston 911 Communications Center provides E911 PSAP and dispatchiing
servives for both cities. They also run an APCO 25 digital communications
system.
Cumberland County Regional Communications Center(County)
I am not sure how much of Cumberland County the Sheriff's Office covers or
what towns the RCC acts as the E911 PSAP for. Several police departments within
the county dispatch for the town and are their own E911 PSAPs. Cumberland
County seems to be the only county with so many individual PSAPs.

Winthrop Communications Center
The Town of Winthrop operates a small regional dispatch center for surrounding
communities in the Winthrop area, but is not a E911 PSAP. I am not sure which
Kennebec County PSAP answers 911 calls for these communities. Kennebec SO
is the most likely candidate. However, the cities of Waterville, Augusta,
and Gardiner police departments also operate PSAPs. I am not yet sure what
frequencies they dispatch on.

The Knox County RCC is located at the Knox County Law Enforcement Center
in Rockland, the county seat. According to their website they provide dispatch
services for Rockland, South Thomaston, Owls Head, North Haven, Vinalhaven,
Rockport Police, Isle Au Hunt, Matinicus, Monhegan, and Knox County Mutual
Aid. The county commissioners minutes online actually indicate that they dispatch
all fire/ems/police in the county except Camden Police. Old sources report
Knox County as using 33.70 for fire departments. This was pre-E911/PSAP though.
The latest RCC Director's newsletter reports they are testing a new narrowband
secondary frequency, but I dont know what it is yet. Also, he mentions the
low band radio system is working again. I assume this means 33.70?

The PRCC is the E911 PSAP and Regional Dispatch for Penobscot County and
dispatches all public safety agencies in the county except for Bangor, Lincoln,
Capital Ambulance, Penobscot Valley Hospital Ambulance, Penobscot Nation,
and the State Police. The majority of the fire departments are dispatched
on 153.74, and the few municipal police departments on 155.490 along with
the county sherrif's office. Larger towns have their own frequencies, but
are still dispatched by PRCC.
PRCC has at least four towers on 153.7400, which are referred to as the North,
Central, South, and West towers. Their FCC license shows 6 transmitters: Bull
Hill, Charleston; Fish Hill, Lincoln; Shin Pond Road, Patten; Blackcap Mountain,
Eddington; Picard Mountain, Dixmont; and the PRCC in Bangor. Looking at the
map, I speculate the towers are as follows, however this is unconfirmed:

Ambulance do not use county identifiers on the air. They simply say their
agency name + unit, for example Capital 8, Community Ambulance, Bangor Rescue

EMS Providers
Only a few of the small towns have their own ambulance services and if they
do they are dispatched on COMM2 and are units ending in 9 as noted above.
Orono, Old Town, Millinocket, East Millinocket, Hampden, Corinna, Dexter,
and Patten are the larger towns with their own ambulances that are dispatched
by PRCC. Old Town, East Millinocket, Corinna, Patten, and Community Ambulance
have fairly large geographic response areas worth noting:
Community Ambulance and often the Etna First Responders are responsible for
Dixmont, Etna, Newburgh, Plymouth. They also respond to Franklin and Monroe
in Waldo County either as the primary or by patient request.
Old Town, who is dispatched by PRCC, covers a large geographic area including
Old Town, Milford, Penobscot Nation, Argyle Township, Greenbush, Greenfield,
Alton, and Bradley. They also provide ALS backup to Milo Ambulance, but switch
to Piscatiquis SO's frequency when they do.
East Millinocket provides primary/also for Medway and Woodville as well as
providing routine transfers for the area to PVH in Lincoln and EMMC in Bangor.
Millinocket and East Millinocket also cover the large unincorporated areas
north of them.
Corinna covers themselves as well as Exeter and parts of Newport. They also
backup Sebasticook and Hartland-St. Albans coverage areas in Somerset County
when their units are busy often enough for me to note.
Patten Ambulance covers all around Patten including Staceyville, Mt. Chase
and I would not be surprised if they cover some of the towns in Aroostook
County as well.
Seven EMS providers operate within the county whose primary dispatchers are
not PRCC and who do not have Penobscot County identifiers.
Bangor Fire Department is dispatched by themselves and provides ALS backup
when requested. They identify as Bangor Rescue X and switch to COMM2 when
responding unless the town they are going to has their own primary such as
Hampden.
Mayo EMS is primarily dispatched by Piscatiquis Sheriff's Office and uses
their Piscatiquis County ids of 1701-1710. This does conflict with Bradford,
but they seem to have gotten around it by starting their ids around 1720.
Mayo provides primary care and/or ALS backup to Corinth, Bradford, Garland
and Charleston. They also now also operate Dexter Ambulance.
Sebasticook EMS are primarily dispatched by Somerset RCC and identifies as
Sebasticook 450. They provide ALS backup to Corinna and Newport. Both Mayo
EMS and Sebasticook EMS monitor COMM2 and are dispatched within Penobscot
County directly by PRCC.
Capital Ambulance is dispatched by MedComm, but switches to COMM2 once responding
and identifies as Capital X, where X is whatever Capital unit they are in.
Capital is primary for Stetson, Kenduskeag, Levant, and Veazie. They are ALS
backup for quite a few towns plus University Ambulance. Brewer 309 is also
a Capital unit under contract to the city and provides ALS backup/primary
transport to Brewer, Eddington, Orrington, Hermon, and sometimes Dedham in
Hancock county.
Penobscot Valley Hospital Ambulance operates out of Lincoln and Howland and
is dispatched by the hospital on 155.355. They identify as Unit 1 and Unit
2. They provide primary and ALS care for the majority of the Lincoln area
including...Lincoln, Howland, Winn, Mattawamkeag, Kingman, Lee, Burlington,
Lowell, Sprngfield, and Passadumkeag. They do operate on COMM2 in conjunction
with area fire departments and identify as PVH, Howland Ambulance, or Lincoln
Ambulance depending on the dispatcher at PRCC and the person in the PVH ambulance
it seems.
University Ambulance, Unit 50, provides care to the University of Maine campus
and is dispatched by UMaine PD on 155.115. They are capable of communicating
on both COMM2 and Orono/Old Town, but the incident would have to be rather
large because they are usually not called for mutual aid.
Milo Ambulance is dispatched by Piscatiquis SO and covers Lagrange. As far
as know they do not ever operate on COMM2.
Police Departments
Police Departments in the county identify themselves in one of two ways. Most of the smaller towns on 155.490 identify as their town name + unit number. For example Hermon 5, Dexter 3, Newport 2, etc. The larger communities use a 3 digit number for example Brewer's units are in the 200s, the sheriffs deputies are in the 100s, Old Town is in the 400s, and Orono is in 600s. There is no plan associated with the 3 digit numbers as far as I can tell as Lincoln and Brewer are both 400s and East Millinocket and Old Town are both n the 400s. Also Millinocket seems to use 4400s. I listed Bangor,

Mayo EMS provides EMS transport for a large portion of Piscatiquis and western/southern
Penobscot counties. For calls in Penobscot they are dispatched by PRCC.
Hancock County RCC
The Hancock County RCC/E911 PSAP is located at the Hancock County SO. And
is one of several dispatch centers in the county. Some of the others being
Ellsworth, Bucksport, and Bar Harbor. I believe only Bar Haror and the RCC
are E911 PSAPS.
An article in the Ellsworth American (2/6/03) reports that the Hancock County
RCC dispatches the following communities:
"This RCC dispatch service will be used primarily by smaller towns that
need fire, ambulance, and police dispatching and do not have their own.
Amherst, Aurora, Brooksville, Deer Isle, Eastbrook, Franklin, Gouldsboro, Great
Pond, Hancock, Lamoine, Mariaville, Osborn, Otis, Sedgwick, Sorrento, Stonington,
Sullivan, Surry, Waltham, Winter Harbor, and the unorganized territories are
participating in RCC for now, as they were already being dispatched by the county
prior to the new PSAP/RCC Center."

*I haven't yet figured out what 153.890 is used for. I originally thought
it might be an input to a repeater on 154.250, because Trenton's tone test
come across on both frequencies. I don't always hear traffic on both frequencies
though. I also heard an announcement for Eastbrook on it, but didn't get over
to 154.250 to see if it was coming out there as well. Requires further investigation.
I have heard the following towns dispatched on 154.250. KAW373 is registered
to Hancock County Firemans Association c/o the Ellsworth Fire Chief. I'm assuming
the HRCC is currently using it.

The Washington County RCC is located in Machias, Maine and dispatches Fire,
Police, and EMS for most of the county. That is about all the info I have
on them though. From past trips to the area prior to the implemantion of E911,
I know that county fire was on 154.190, and I have heard a 17:55 tone test
of the "Washington County Paging System" so I have no reason to believe it
has changed.

Sagadahoc County Regional Communications Center(SCCC)
The Sagadahoc County Communications Center serves as the E911 PSAP for all
of Sagadahoc County and dispatches all fire/ems/police services within the
county except for Topsham, whom there are now plans for SCCC to take over
for in January of 2005. It is located in the Sagadahoc County Court House
in Bath, Maine. It was formed in in 2001 by merging the dispatch centers from
the Bath Police Department and the Sagadahoc County Sheriff's Office on the
same day E911 went online in the county. I do not know all their frequencies
at this time.

Maine State Police operates 4 regional communication centers in Gray, Houlton,
Orono, and Augusta. There is also an interagency dispatch center for the Maine
Turnpike Authority in South Portland that dispatches Troop I as well.

The Maine Warden Service reponsible for enforcing hunting, freshwater fishing
and recreational vehicle regulations in the State of Maine. They also lead
any search and rescue operatioins with the assistance of other search and
rescue teams. They work very closely with the Maine State Police and are primarily
dispatched by the four State Police communications centers on the Zone primaries.
See the State Police section for these frequencies. You will also hear them
on 154.695, the statewide police interagency channel.
They also operate a few car-to-car repeaters statewide that I have yet to completely figure out. As I do the info will be listed below.

The following information is a combination of confirmed information
and speculation based on the FCC-license database. If you can confirm any
of the frequencies on this list, please let us know.
The Maine Forest Service is divided into three regions with the regional
office in charge of dispatching and each office having multiple towers which
they use. The towers tend to be referenced by the mountain they are on, for
example 159.27 on Tunk Mountain in Hancock County is callled "Tunk."
The regional offices do use the call signs and at least in the Central Region
goes off the air around 18:00 simulcasting on all their frequencies and rattling
off all the call signs. This is a good way to confirm which office uses which
towers.

Other Notes
Bangor Fire Department Stations (updated 2/3/2007)
Apparently at one time BFD had 9 stations. Today they have three, Central Station (sometimes called Station 1),
Station 5, and Station 6. Stations 2 and 4 no longer exist. You will hear Station 3 mentioned occasionally. It used to be run by the city, but is now run by the Air National Guard. You will sometimes hear BFD "responding to Station 3" when there is a potential aircraft emergency.
Franklin County Hospital
Franklin Memorial Hospital operates LifeStar Ambulance in Farmington, Sugarloaf
Ambulance Rescue in Carrabassett Valley, CES in Livermore, AMPS in Phillips,
and Rangeley Regional. One of these services covers Coplin Plantation, not
sure which though.
